Finance and Economic Forum Discusses How to Improve Housing and Communal Services in Ukraine |

 The third Finance and Economic Forum organized by the Institute for Budgetary and Socio-Economic Research (IBSER) took place in Kyiv on June 6, 2008. IBSER hosted the Forum under a grant provided by the USAID-funded Municipal Budget Reform (MBR) Project. As the improvement of Housing and Communal Services (HCS) are central to Ukraine’s sustainable growth, the main goal of the Forum was to analyze the strategy for HCS infrastructure development and budgetary support in this sector in 2009 and 2010.

Budget Program Performance Evaluation Improves Effective Budget Management in Alchevsk |

 On May 23, 2008 a regular meeting of the Budget Reform Advisory Board was held on the premises of the Alchevsk City Council. The Advisory Board, which comprises representatives of the city government and public, is responsible for the overall coordination and implementation of the advanced budget management technique called the Performance Program Budgeting (PPB) method. This method has been implemented in the city of Alchevsk with the support of the USAID-funded Municipal Budget Reform (MBR) Project since 2006.

Serhiy Huz, a 9th grade student in Alchevsk Sports and Natural Sciences School No.15, dreams of becoming an outstanding basketball player. “But in order to achieve my dream I should keep practicing every day,” the boy said. Despite the fact that the school Serhiy attends specializes in sports, it has only soccer classes so far. Serhiy is a bit jealous of his friends who play soccer because they enjoy the opportunity to study and “kick the ball about”, whereas oftentimes he has to miss school in order to attend basketball practices and competitions.
